Summary	0011225: Dragging some node scrolls the tree panel too fast and the "hot" area is too narrow
Description	If you try to move some playlist dragging its node in the Playlists branch or some folder in My Computer branch, and if you want to place it somewhere outside of the current view, you could drag the mouse cursor near to the tree panel's border and the tree panel would start to scroll in the adequate direction. However, the speed of that scroll is too fast. Also, the area near the tree's border where starts scrolling is too narrow, it is approximately only one tree's row wide. If you try to move some folder in Windows Explorer, you would see that the scroll of the tree panel when you drag that folder is much slower. The area near the border when scrolling starts is approximately two rows wide.
