Summary	0016706: Plugins: Restart do not work correctly in some cases
Description	When user need to restart MM5 to update installed plug, an restart can result in White screen and DLNA stops working (due the double Port assignment)
Steps To Reproduce	1. Install Clean MM5 (portable or normal) 2. Use tools -> Extensions -> Add 3. Install Codec Pack (tested with 3.0.1-3.0.3) 4. Close extensions window 5. Select restart in dialog 6. White screen -> Another MM5 instance is started 7. Failed DLNA init dialog is shown.
