Summary | 0020618: Disabled menu items could have hover and focus like enabled items
Description | Disabled menu items in standard Widows applications have mouse hover and/or focus with keyboard. Even MM4 have such behavior with focus (but not with mouse hover). I could give you one reason why disabled items show have at least focus by keyboard. Let say that someone wants to create an external program that will control MM by simulating key presses, e.g. by using AutoHotkey. If such program wants to simulate key presses in the menu, the result wouldn't be reliable since the disabled state of some menu items depends of the current conditions, e.g. if any file is selected. But such external program cannot know which menu items are disabled to take that in account.
