Summary	0021107: When Internet is not available toast MSG should not be intrusive
Description	When Internet is not available toast MSG should not be intrusive to user and less frequent eg. once per MM startup. Maybe something like "Auto Lookup paused: Internet connection not available [CONFIGURE]" so that user can disable all default internet access behavior.
