Disabling UTF8 fixes the problem.

It all works well for me - if UTF-8 M3U is enabled, it's properly created (as evidenced e.g. by renaming to txt and opening in Notepad).

Exporting with M3U UTF 8 enabled creates a Playlist that doesn't work in WMP. Close if this isn't supposed to work, but from comments above it seems it should work.

The file is correct, technically it's a plain UTF-8 text file starting with BOM, which seems to be the safest way of M3U creation. I'd like to create something WMP compatible, but I'm not sure how to achieve it without sacrificing other functionality. This seems to be simply a WMP bug.

Resolving, since I don't have any other idea than to document the issue.

If it is a WMP bug then it is no problem as disabling UTF8 will allow WMP to play the file.
