Summary	0015177: Playlist re-ordering issues
Description	There are several issues when trying to re-order playlist using D&D a track 1) dragged song on the bottom margin forces scrolling down as expected, but it is lagging UI (by evidence it is doing some unnecasary work on background) 2) dragged song on the top margin forces scrolling down, this is unexpected, it should scroll up! 3) selection rectangle is shown even when trying to drag already selected items, this is expected only for unselected items when clicking outside of the text (this way it works in Windows Explorer too) 4) inline editing is started when selected item is clicked in order to drag it. Inline editing should start on 'mouse up' event and only when the item wasn't dragged outside of its position (this way it works in Windows Explorer too) The issues don't appear in the edit playlist panel
