Summary0018782: Add more settings for scrolling in MM
DescriptionSome users have need different handling of scroll lines by setting scroll lines number in MM.

I am not sure if that will make regressions with smooth scrolling.

 I think that current approach to respect settings in Windows is all right.

Assigned to Rusty to review whether separate settings in MM5 options (to override system settings) is needed.
