Summary	0020347: Tooltips in Media Tree should be displayed only when the text is not fully visible and they should cover only the related item
Description	The tooltips are shown for each item in Media Tree, even when the text is fully visible. They are also out of place, too much below the actual item and because of that they cover several items under it. MM4 didn't have such problems, nor Windows Explorer.
