Tested in 1334 and I cannot reproduce, both FLAC and MP3 files are correctly tagged although they aren't in library.

Retested with 1335
And maybe I was wrong in description

Here is how to replicate:
1. Select several tracks
2. D&D image to Album Art window
3. Add image to TAG
4. OK
5. click on second selected track

New Album art is not added.

This has always worked this way. Regardless the tracks are in the library or not.
Album Art window shows Artwork for the one (selected/now playing) track.

Thus it doesn't group Artwork for all selected tracks (unlike Track Properties window), if one can add Artwork for a group of selected tracks then he can achive this via Track Properties -> Album Art

I think this is also a situation that if options don't work on all selected tracks that the options need to be disabled. This is a much better indication that such feature isn't available on all selected files.

I propose the following solution:
Whenever the user attempts such an action (tagging artwork and multiple tracks are selected), MM should assume that there's a good chance that the action was intended to apply to all of the selected tracks and therefore show the Properties > Artwork dialog (in mass edit mode, showing the user all of the artwork, along with the options to apply it to all selected tracks or not.
