I cannot reproduce with build 1350.

I analyzed the log and also couldn't see any clue why it failed to show the newly added tracks.

There must be something different with the repro steps, my was:
1. Created folder: C:\Temp\Monitored and copied one MP3 into that folder
2. In the Add/Rescan dialog I checked that folder and set it to "Scan continously"
3. Located the folder under 'Entire Library' -> 'Location' -> 'C:' -> 'Temp' -> 'Monitored' -> it shows 1 track in the track list as expected
4. Copied another track to the Monitored folder
=> after about 5 seconds the track is automatically shown in the track list as expected

Please describe with details your steps to repro

I cannot replicate either. Tested on XP build 1353.
